Sister In ICU, Mother Died. Help!!!

Three months ago we had to remove my mother and sister from their home because the floor collapsed. My sister had a stroke 17 years ago and both had health problems. We got them into an assisted living home, where their health problems increased. Both went into and out of the hospital several times. During these times, we found out that our thieving sibling, who was supposed to be paid to take care of them, had stolen two properties, emptied our mother's bank accounts and cashed in her burial funds, which were paid in full when our father died. Our mother died on 03OCT2018 while my sister was in ICU. She is still in ICU and hasn't been told about our mother's passing. We cannot access my sister's money because our mother was Payee on her account and the Social Security Administration has been less than helpful. Now my sister is facing eviction from the assisted living home. Can you please find it in your heart to help bury our mother and let my sister get the assistance that I can't provide on my own?
