100% Disable Vet looking to buy First Home

My brother is a veteran who is 100% disabled from paranoia, auditory hallucinations, depression, anxiety, chronic pain, insomnia, and headaches. He wants to buy a home and stop paying rent. He does qualify for a VA loan but can’t save enough for the renovations he would need. Family will help but cannot do it all. He is willing to buy the house that he is staying in now but will need renovations done, the requirements from the VA for what needs to be renovated makes it hard to find a house that he can afford. Plus, house is zone for commercial. Waiting on county to see if they will rezone it. If that falls through, he will use money for renovations on another house, just waiting on this one since he has been living there for 2 ½ years and is comfortable there with his 2 service dogs. It’s a shame that disability and social security income only covers monthly expenses and medication but that’s all.
