Earthquake House Recovery

FEMA is not signed to help Napa residents and my parents are upside down and maxed out on their loan for this house.  They bought this house when we first moved to Napa 26 years ago, and have been through several hardships since forcing them to refinance and take a 2nd out which has their payment too high to also fix their now Red Tagged home.  It has come completely off the foundation and has a lot of structural damage.  Please help if you can!  It will cost 15,000  just to get it up and 65,000 to get it fixed.  Anything will help us since there is no help from our government.
