Crippling 1 yr Old German Shepherd

I rescued Rocky eight months ago who is kept in a crate 24 seven. When I rescued him I noticed his back legs were wobbly but thought it was from him being kept in a crate. Recently brought them to my veterinarian and he has a severe case of arthritis and hip dysplasia at one year old. Only thing that could help is surgery. Each hip is $6500 just for the surgery. Right hip isn’t so bad but the left hip he cannot put his leg down. It’s either put him down Or get the surgery that’s what it’s come to ... I didn’t rescue him to put him down rescued him to give him a good life .Please if it’s only a dollar please help me with him
