Beverly was born in San Antonio, Texas and moved as a child and raised in Raymondville, Texas in the Rio Grande Valley.  In 1963, she and her family moved to Houston, Texas.

Beverly went to work for General Electric at NASA where she was involved in engineering configuration management and the extreme excitement of the launch of the Space Shuttle

that put man on The Moon! She was also involved with photography where she climbed

towers to capture the right shot or angle as well as many other extensive projects involving

Oil and Gas ventures to be developed.  Beverly later worked for Genigraphics, a division of GE

in marketing and sales. Genigraphics was the pioneer in the development of computer-generated

graphics. This exciting career allowed her to introduce, educate and market this field to the world

where she traveled the USA and developed clients in Mexico and elsewhere. She was a very active worker and person.



In 1982,  Genigraphics transferred Beverly to San Antonio to open and develop a new territory.

The Camelot of Texas and new life was chosen to be New Braunfels, Texas. Parris quoted,

“As a single mother, she provided for me along with her parents WWII Vet Newton A. Brown

and Betty M. Brown, and Newton M. Brown (Brother) who served in Vietnam and (Sister) Cindy Brennan in a very extended “Walton type” family upbringing.”



We have never asked our community for anything and would not now if it were not for the

Medical needs of our loving mother, daughter and family member.  As Parris’s grandmother,

Betty Brown said, “We are the salt of the earth people. We came from humble beginnings. We

ask for your thoughtful contribution as every dollar helps and we sincerely appreciate anything

and everything that you could do to help us on this life preserving project. Thank you and

We pride ourselves as being a family of givers in service to our church and community. As owners of our own insurance company in New Braunfels, that has taken a downfall in the midst of our healthcare system crisis, Parris has put on the table what she can for her Mom and is also

working with Uber serving the Texas Hill Country on a mission to provide for her mother and

get the medical procedure needed for medical rehabilitation and future wellbeing.



The Neurologist diagnosed this condition Jan 2017 and provided two prescriptions for this diagnosed condition. Only two FDA approved medicines, Sinemet and Pramipexole are available. These dishabilating medications have been increased and varied with no relief.  According to her medical records, her symptoms have only gotten worse and the side effects

are ruthless.  We wonder if the medications are worse than the disease itself.


Thinking of every possible way to raise funds for this treatment, Parris remembered her friend, Gary Rogers, the auctioneer of the New Braunfels Auction House and reached to him to find him full of ideas and fund-raising direction.  Gary suggested Go Fund Me page, on-line auction of

Items that the family and others have donated to be sold with all proceeds to go to Beverly’s

SUBCHAPTER V. AUTOLOGOUS ADULT STEM CELLS

Adoption Preamble

The Executive Commissioner of the Texas Health and Human Services Commission (HHSC), on behalf of the Department of State Health Services (DSHS), adopts new §1.461, concerning Investigational Stem Cell Treatments and §1.462, concerning Informed Consent for Investigational Stem Cell Treatment without changes to the proposed text as published in the June 8, 2018, issue of the Texas Register (43 TexReg 3720). Therefore, these rules will not be republished.

BACKGROUND AND JUSTIFICATION

House Bill (H.B.) 810, 85th Legislature, Regular Session, 2017, amended Texas Health and Safety Code, Chapter 1003, to require the Executive Commissioner of HHSC to adopt rules designating medical conditions that constitute a severe chronic disease or a terminal illness, and addressing informed consent. This would allow patients with such medical conditions to access and use investigational adult stem cell treatments if certain requirements have been met. This is a voluntary program. The bill directs the Texas Medical Board (TMB) to adopt rules relating to institutional review boards. The TMB proposed those rules in April 2018. The Executive Commissioner delegated rules development for the designation of medical conditions that constitute a severe chronic disease or a terminal illness, and informed consent to DSHS.
Texas Government Code, §2001.036(a)(2) authorizes a state agency that finds an expedited effective date is necessary, due to evidence of imminent peril to the public health, safety, or welfare, and subject to applicable constitutional or statutory provisions, to authorize an effective date of less than 20 days after the filing date.
DSHS has received notification of at least one individual with a terminal illness whose life may be prolonged through investigational stem cell treatment. DSHS also suspects there are additional individuals with a severe chronic disease or terminal illness that could benefit by having access to investigational stem cell treatments. As treatment is voluntary, DSHS has not identified any entity that would be negatively impacted by an expedited effective date. Based on Texas Government Code, §2001.036(a)(2), these rules shall be effective immediately upon filing with the Texas Register.

COMMENTS

The 30-day comment period ended on July 9, 2018.

During this period, DSHS received one comment from a representative of the Texas Hospital Association regarding the proposed rules. A summary of comments relating to the rules and responses follows.

Comment: The commenter supports the rules as proposed.

Response: DSHS acknowledges and appreciates the commenter’s support of the rules.

STATUTORY AUTHORITY

The new rules are authorized by Texas Health and Safety Code, Chapter 1003, which requires the Executive Commissioner of HHSC to adopt rules designating medical conditions that constitute a severe chronic disease or a terminal illness and to address informed consent. Texas Government Code, §531.0055, and Texas Health and Safety Code, §1001.075 authorize the Executive Commissioner to adopt rules and policies necessary for the operation and provision of health and human services by DSHS and for the administration of Texas Health and Safety Code, Chapter 1001.

This agency hereby certifies that the adoption has been reviewed by legal counsel and found to be a valid exercise of the agency’s legal authority.
