"What is #StopTheStatute and how did the movement begin?"

#StopTheStatute is a movement of individuals across the globe whose primary mission is to stop the statute of limitations on rape once & for all.

I am the first survivor of record who reported (and subsequently he was arrested for Criminal Sexual Assault) accused Tanning Salon Serial Rapist and Strangler Marc Winner in the Chicagoland area.

Almost 15 years had passed when a friend contacted and told me he had been arrested again, and I found out it was not just once, but twice, for rape.

The first being thrown out by a judge on lack of probable cause and archaic server systems that were not connected in order to pick up Marc Winner's arrest report for criminally sexually assaulting me in 2001. Although the same Cook County court system, the suburbs and city were for some unknown reason kept separate in a time that all computers are connected.

Numerous mistakes made by the judicial system later, and there are now 4 women in the statute, 5 outside of the statute, and myself that we know about.

They have re-arrested him for the case the judge with beyond poor judgement threw out for lack of probable cause and charged him with three others. Due to my already speaking out 15 years ago and later as an activist in the Chicago Tribune and People Magazine, I was told that I was the only one that could be a voice for my sister victims, now survivors.

After much contemplation regarding whether I wanted to let this predator invade my amazing healed life again, I decided I had a responsibility to my sister survivors and the community at large since no matter how hard I tried, the system failed me in the past, and thus I could not stop him before he hurt anyone else.

Recently after being deemed "a danger" by the bond judge and given no bond in the 3rd rape charge he was let out by his original Judge Carol Howard on a very low bond coming from a privileged family and only needing $12,500 (10% of 125K) to get out. He is now allowed to roam the streets again on an ankle monitor from 7 am to 7 pm at night until his rape trials that probably won't even begin for another year and a half from now.

I openly spoke out across all the major broadcast network news stations (ABC, CBS, NBC, WGN), on the radio (WBBM), and in print (DNAInfo) in the Chicagoland area with my voice, face, and name to try to help protect the public at large and let my sister survivors and all who watched, listened, and read know that the only one to be blamed, shamed, put on trial, and hide is the predator who rapes...for us that predator is Marc Winner.

I was recently asked by nationally syndicated (in the USA and Canada) Crime Watch Daily with Chris Hansen (formerly of Dateline and the "To Catch a Predator" series) to be interviewed by extraordinary survivor Elizabeth Smart. I agreed with the addition of speaking about the national coalition and movement I'm spearheading (being a former political consultant/campaign manager/field director/fundraiser) to #StopTheStatute of Limitations in the 34 states and DC that still have a SOL.

The time is now to #StopTheStatute across the board including in Illinois where the SOL (3 years to report and 10 years to bring to trial) is helping to impede justice and the public good to put away accused repeated violent strangler and rapist Marc Winner and those like him that are emboldened by the archaic and prejudicial SOL.
