For the past 14 years, the Lewes After School Program (LASP) has been helping at-risk children, primarily low-income, who attend Shields Elementary School in Lewes. LASP is sponsored by the Lewes Presbyterian Church (LPC) in partnership with Shields Elementary School. The criteria for enrollment are significant academic deficiencies in reading and/or math, family circumstances that impede academic success, and/or behavioral issues that interfere with academic performance and can benefit from positive peer or adult interactions. The children are identified by the staff at Shields and, with parent approval, they are referred to LASP. The program operates each school day from 3:45 to 6:15 at Lewes Presbyterian Church. We have a small paid staff and a large number of volunteers (34 volunteers in 2018) that allows for an emphasis on 1-to-1 and small group assistance.

Since 2004, LASP has demonstrated a strong commitment to helping at-risk youth attending Shields Elementary. The program keeps kids safe, inspires learning and helps working families. We strive to provide a safe, fun and enriching place where youth can get help with homework, academic enrichment, arts and other engaging activities, under the supervision of caring adults.

For the last ten years, a primary source of funding for the program has been the 21st Century Community Learning Center Program. This is a federal program which is administered by the Delaware Department of Education. A school’s eligibility for this funding is determined by its percentage of low-income students. Unfortunately, Shields is NOT eligible for the program in the upcoming school year (2018-2019).

Despite this loss of funding, Lewes Presbyterian Church and Shields are committed to continuing the program and helping our children achieve their potential. We anticipate Purchase of Care stipends from the Delaware Department of Health and Social Services and generous donations from the Lewes Presbyterian Church to cover more than half of our total operating cost for the year. Our basic enrollment of 15 students will still require at least an additional $9,000. However, the past programs averaged 30 students so the more money we can generate, the more young lives we can positively impact.

Although the program has no basis on religion, or required participation in the Church, everything the staff and volunteers do is handled in a caring Christian environment. Last year’s statistics proved 100% of the children had positive ratings for peer relations and 90% had positive ratings for behavior based on teacher surveys. The student retention rate was 93.75% and average daily attendance was 93.3% proving most students want to go to school to be able to attend the LASP. For scholastic ratings of 80% or better, 87% of students succeeded in reading scores and 74% achieved this in math scores.
