Montgomery County police identified Friday the man found dead this week in a car in the parking lot of White Flint Plaza.
Police identified him as Joseph Sylvester Ndyamukama, 51, and said his address was unconfirmed. Officials have been unable to locate his next of kin, according to a police press release.
