HRNK UN CONSULTATIVE STATUS

Washington, DC, March 6, 2018 – The Committee for Human Rights in North Korea (HRNK), a non-governmental organization based in Washington, DC, is actively seeking your help in securing UN consultative status. HRNK is a fully nonpartisan human rights group tasked with investigating and shining a light on North Korea’s human rights situation.

In May 2015, HRNK submitted an application for UN consultative status. The application was considered and subsequently deferred three times. The US Permanent Mission to the United Nations called for an NGO Committee vote on HRNK’s consultative status on February 2, 2018. Out of 19 NGO Committee member states, 5 voted in favor of HRNK consultative status, 9 against, 2 abstained, and 3 were absent. This procedure was the only way for HRNK to “get out of jail” and avoid being deferred indefinitely. The NGO Committee recommendations will go to the larger management meeting of all 54 ECOSOC member states on April 17, 2018. HRNK will need a simple majority of 28 YES votes from the 54 ECOSOC member countries in order to ensure that the UN ECOSOC NGO Committee vote is overturned and HRNK is granted UN consultative status.


WHY CONSULTATIVE STATUS MATTERS

Obtaining consultative status would tremendously amplify the already strong voice of HRNK as an organization, dedicated to promoting human rights and freedom for the people of North Korea through UN channels. If granted status, HRNK would be able to: 1) participate in meetings of UN agencies and go on record; 2) co-sponsor side events with UN member states, on the sidelines of major General Assembly, Human Rights Council, ECOSOC or Security Council meetings; and 3) have UN accreditation issued for representatives of our organization. UN consultative status would be a significant landmark in the 17-year history of HRNK. To ensure the success of this endeavor, HRNK must engage in a daunting logistical effort supporting a month-long presence and outreach to the 54 ECOSOC member state missions by HRNK’s Executive Director Greg Scarlatoiu. By reaching out to UN ECOSOC member states, conducting in-person meetings and briefings, and providing information on our research findings and recommendations, HRNK will strive to highlight the substantive aspects pertaining to the human rights situation in North Korea.
