Save the dogs

So my close friend is away for a period of time and her dogs were unlawfully put in the Everett shelter . I am the power of attorney for these dogs and puppies. The shelter is requiring a enormous fee of 6000 dollars to bail them out and are refusing to work with me on a lesser amount or to go after the person who put them there. There is a lot more to this story but I’m asking anyone to please help me get these dogs back and not have them go as property to the city .
