Help me get a new car

Hi my name is Carl and my car flooded out in the hurricane. Now im stuck without transportation. On top of it getting flooded out someone broke into my car broke the passenger window and tryed to steal my radio deck. On top of that I recieved a couple parking tickets. Just wish I could get a break! I know this happened a long time ago but I am out of options...and everyone that knows me knows that I have been trying to fix this car and have failed many times. Ive replaced 4-5 parts on the car and got it running. It is believed to be stuck in safe mode because it will not go past 2000rpms. I am asking for a little bit of help from friends and family even though I told myself I wouldnt ask for help. I tryed handling this issue on my own and it seems I have exhausted all of my options. All of the funds will be put towards a new vehicle so I can finally get to and from work without having to uber or ask someone for a ride.
