Wheelchair Lift for a Veteran

Jerry served a total of 6 years active duty and received 2 honorable discharges from the US Army.  He suffered a spinal cord injury in 1990 due to multiple gun shot wounds and because of his injuries, the VA categorizes him as catastrophically disabled.  Thankfully, a key benefit he receives is health care through the VA system (such as it is). The VA provided him with a power wheelchair but are refusing to install a wheelchair lift that will pick him and the chair up at the same time.  Their reasoning is that because he can transfer, he doesn't need one.

We replaced a 15 year old van that had an unoccupied lift in it (only picked up the empty chair).  We got a quote to have an occupied wheelchair lift installed into our van and this is what we are asking help with, nothing more (see attached image of the quote).   We hid our personal information for obvious reasons.

This is just a lift, no special flooring, no tie downs, no transmission safeties, no frills.  It is the bare minimum needed to lift him into the van.  Any help will be greatly appreciated.
