Help me Fix My Roof and Pay My Tax

My wife Maria and I worked very hard through the years. We paid off our mortgage on our home while raising 5 children. We worked 2 and 3 different jobs for quite some time. It is very hard to swallow our pride and ask for help. Unfortunately last summer I was diagnosed with emphysema. I cannot work like I used to and things have gotten out of hand here. The water got shut off in August and the last 2 children moved out and quit helping us out financially. The city wants $4,000 to turn the water back on and the taxes are delinquent now too.  Plus the roof leaks and we could use a new one. We are house broke and in need of your help.
