Help My Disabled Mom Get A New Bathroom

My mother has many medical problems including a brain tumour (that she is slowly recovering from), requires oxygen to breathe, and trouble walking. Her bathroom is not in that good of shape (as you can see with the photo) and is not safe for her to use. The ceiling is just about to fall in and it is very worrisome it will cave in everytime it rains. Also there is mould everywhere which is not good for anyone in the house, especially her and her breathing issues. She has tried to get help from agencies previously but they give her excuses like she's not the right age or it's too expensive for local charities to help. I figured I could ask  a helping hand from you guys. Any amount that you give will help her and will be greatly appreciated.
