Grassroot Public Health Advocacy Trip-DC

I am a member of the advocacy team of the National Nursing Network Organization,which is a volunteer-driven grassroots organization, and I am trying to raise funds for our advocacy team leaders who are based in the Portland, Oregon area. On a recent very successful trip to DC, they were invited back to further discuss an important bill (explained below) and its implication with other nursing leaders, but they need our help to get back to DC in September. Funding is needed to cover 3 flights, and two hotel rooms for 3 nights (3 nurse voluteers will share each hotel room each night).

They have done tremendous work on the campaign for a National Nurse for Public Health. They have gained bi-partisan support for non-partisan bills (H.R. 485 & S. 1475). All of the work done on this campaign is done by working nurses on a VOLUNTEER basis. These are nurses who truly want to make a difference!

Here are the main points regarding the bill:

The National Nurse Act of 2013

H.R 485 introduced in the House on 2/4/2013 by Reps. Eddie Bernice Johnson (D-TX) and Peter King (R-NY) and S. 1475 introduced in the Senate on 8/1/2013 by Senator Jeff Merkley (D-OR).

Bill designates Chief Nurse Officer (CNO) of Public Health Service (PHS) to be additionally known as National Nurse for Public Health.

Goal is to elevate and enhance position of CNO to bring visibility to the critical role nursing occupies in promoting, protecting, and advancing the nation's health.

CNO position currently part-time and shared with the branch of the Health and Human Services that CNO worked in prior to appointment. H.R. 485 elevates position to full-time and ranks CNO in parity with uniformed CNOs who serve on the Federal Nurse Council.

Duties and responsibilities currently held by CNO are retained.

National Nurse for Public Health will:

1. Function alongside Surgeon General and focus on priorities of health promotion, improving health literacy, and decreasing health disparities;
2. Serve as a visible national spokesperson for engaging nurses in leadership, policy, and prevention efforts; and
3. Encourage health professionals to work and/or volunteer with community programs to improve health.

Chronic conditions such as cancer, diabetes, and heart disease pose the greatest threat to the health of Americans and to our nation's economy.

Nurses play a critical role in prevention and management of these conditions and the work of a National Nurse for Public Health focusing on prevention will help reduce the occurrence of illness and contain health care costs.

The National Nurse Act of 2013 is simple, pragmatic, nonpartisan and can be implemented as it is written without the request of additional allocations.

H.R. 485 currently has 97 co-sponsors. More than 142 organizations and prominent individuals have endorsed the Act. Five state legislatures have passed supporting resolutions.
