Save the dog in Bridgeport living in box

We are a group of concerned citizens trying to save the dog pictured above.  The local police and animal control say because the dog has adequate shelter there is nothing they can do.  This dog is housed outside with no way to get out - the owner hoses down the urine and feces from the outside and it drains out - leaving the dog to sit on concrete frozen floor.  They claim the dog has "hay" on the floor in an area to keep it warm.  Meanwhile this poor friendly dog named Bobby is locked in.  We feel everyone has a price and if we raise enough money we can go to the owner with "cash" and "buy" the dog from him.  If we fail we will donate money to a rescue group.  Everyone who donates will get a contact information for someone in our group who will verify this is no way a scam.  Both local news channels 12 and 3 have been out to see the situation but legally our hands are tied.  Please help this poor dog.
