Other than death and taxes, you may or may not be aware of a clean water shortage crisis occuring in California.
This is not exclusive to california, in fact the problem persists in Nevada, Arizonia, Colorado, Texas, New Mexico, Utah, Oregonia, and other southern east coast states.
More accurately the clean potable water shortage problem is actually a global catastrophy happening right now.
You could verify this if you wish to independently for an unbiased perspective.

Clean water is a necessary essential commodity that sustains life and commerce.  It is vital to any society as consumer electricity.
But because of selective media coverage and popular culture misinformation, public awareness is mostly in the local areas, not of the global problem.
Most ordinary people can only sit around and complain about their problems and throw out vague ideas for quick fixes - without any accurate details, because they too lack important facts.
The authorities, can only make recommendations and inconclusive promises to try to address the issue later.  Because actual funding is tied up in the legistlature, congress, or parliament - with divided politicians, too busy practicing politics, undermining each other over petty power grabs, publicity stunts, or currying favors.  If they aren't actually doing their jobs.

The problem is primarily because all of our  infrastructure is built and designed around traditional water resources that are completely reliant upon natural precipitation, reservoirs and runoff into waterways.
Quick fixes are limited to the availability of existing infrastructural assets already installed or soon to be completed.  But are very limited because municipalities do not have the funding to expend on  new infrastructure upgrades without incurring new debt.

Waste water treatment into grey water, is limited to municipalities that already have installed grey water distribution pipelines. Treatment and purification into clean water for re-use is only available after costly upgrades.
Ground water wells are depleted, those that are dependent upon local water tables.  Because of  no rain to recharge the water tables.
The California Aquifer is an ancient reservoir, that is not recharged from natural activity.  But it has been depended upon for decades by many users.  Experts have asserted that this reservoir will be exhausted soon, proof of this is that there are wells bottoming out everyday.  Additional drilling will only access that last dregs of the aquifer, beyond the bottom there is no  more water to drill for.
Ironically the California Aquifer, even empty is a valuable resource, because it is an absolutely free, naturally available reservoir with vast capacity for storage, that is geologically resistant to earthquake damage, and little to no evaporation from surface exposure.  With infrastructure already installed to deposit water and withdraw as needed.

California is the last in line for the dregs of the Colorado river.  Other states have up stream dibbs, based upon a previously established treaty - but because of population growth, the needs of the many out weigh the needs of the last.  We are lucky to get anything at all.

Lastly the advocation supporting desalinization of seawater to make available more potable water at a cost, not just financially.  The actual process of desalinization produces a by-product of toxic waste.  This toxic waste is voluntarily and routinely dumped back into the ocean, because there is no other place to put it.  This has environmentalists all riled up because this toxic waste maims or kills on contact any innocent sealife that encounters it.  Creating an artificial dead zone around the waste outlet.

The 2014 El Nino did not deliver on the promises of the experts, those same experts are promising the same expectations for the 2015 El Nino.  There is lots of natural precipitation occuring all around the world, except it is mainly coming down in excess of what is really needed.  Causing more harm than good in some places.  Something is terribly wrong.

Unfortunately no-one else is doing anything about the water crisis in California, other than instituting conservation efforts and fining rule breakers.
Mainly because no-one really knows what else can be done to resolve the current situation.

Soon after the aquifer goes, all we will have left is the reservoirs.
Without water, there will be no 2016 harvest in the Central Valley.
Food shortages will drive up prices all across the country.  If northern and eastern farmers are motivated to plant food crops instead of green fuel crops, the national ethanol industry could collapse.

I have a solution.
A practical solution, that is viable - but I do not have the resources to pursue this course of proactive action alone.

There is a natural resource of pure water available which 99.99 percent of California is either unaware of or has completely overlooked because of lack of understanding or misinformation of actual facts.

This natural resource is the very same resource that sustains natural precipitation formation all around the world.  Providing billions of liters of pure water for natural rain or snow.
The natural resource is itself endless, every day through the natural convection energies of the planetary ecosystem, this resource is constantly being renewed - 24 hours a day and night.

But it is also because of the complacency of human nature, all of mankinds dependency on natural precipitation and the infrastructure designed around it is in jeopardy of failure.  Where natural precipitation has failed to be reliable.  In California.

Unlike desalination which is only available along the coast.  My water farm concept can be built in any location, to provide reliable stable relief - permanently.  To end the water shortage problem forever.

Unlike desalination - my water farm is 100% environmentally responsible, producing pure clean water, with zero toxic waste by-products.

Unlike desalinization, which is contaminated by the corrosive effects of salt water.  Longevity of infrastructure is not compromised, in a water farm because there is no salt contamination.

Right now, every region on Earth's equator is suffering this water shortage hardship.  Starting here is California is as good a place as any, to work out the quirks and then spread the technology to help others.

The Central Valley is a critical area, our agriculture shortage will affect the country in 2016 if we can not provide the water needed to plant a crop.

Communities right now are staved for water, with wildfires burning and drought affected grasslands dried to vulnerable potential firestorms to threaten our homes and communities.

I hope to build a combination water farm with true clean energy, to not burden the grid with the water farms need for electricity.

The basic technology for the water farm is on the books, as basic science, simply enter "Artificial Atmospheric Condensation" into your browser.

But the technology for true clean energy itself is not available on the internet, because in 1980, while a student in Aiea High School.  I discovered how to produce consumer electricity without using any fossil fuels, atomic energy, or any of the renewable energy technologies currently passed off as Clean Energy today.
This method is as stable, as reliable and consistent as any long relied upon conventional method of making electricity.
In fact it is 100% zero carbon emission technology.
100% environmentally responsible.
100%  self-sustaining energy which also means zero recuring fuel costs.

If I can utilize true clean energy, to power the water farm concept, I hope to make this energy technology available to the world - free of charge.

I am asking for donations of one dollar, to go towards the purchase of a computer and incidential expenses for the preliminary development of my water farm.

I am currently forced to conduct my campaign entirely on public access computers at the public library.  On limited access time availablility computers.

My modest goal is exclusively for this purpose.
