       My Name is Michael Paul.  I'm 47,  100% physically disabled from a work accident in 1996.  And I live alone in my Single wide mobile home on $800.00 a month from Social Security Disability.  

      Using inheritance left to me from my parents I paid $45,000 for a large enough solar producing system to offset my electreical needs for each year.

      When the solar system was completed November 2013, I entered into an interconnect agreement with the City Of San Antonio's Electric Utility CPS Energy who was to purchase energy I produced and  to meter how much I produced and how much I used. 

       If I produced more than I used, I would be paid $0.09 for every Kwh extra. This is what's called NET METERING. 

      I had small electric bills for December, January, February, and March.  Between $12  and $64 .  $8.75 of which I was told was to pay for a meter reader to drive to my home every month to take a meter reading, 

       In April , and June   my electric bill was 0.00 with an over production that was paid as a credit to the next month bill.   But insted of the 0.09 NET METER RATE I was only paid 0.016.  Almost 1000% less than what it was supposed to be.

        The electric company stated  I was paid their avoided fuel cost in what it would cost them to transfer the purchase of the same power from another source. 

        Since my brother Signed the agreement as the administrator to the Trust my property is deeded under, I couldn't object since hadn't sign the agreement.  After reading the total agreement documentation nowhere does it state how much I was to be paid.  So again I couldnt object. 
 
      Then around the end of the month in May or June a plain clothesed engineer from the electric company showed up and plugged a laptop computer into the front of the meter.  When I asked him what he was doing he stated he was downloading the meter readings for billing.   At that precise moment I realized if he could plug a computer into the meter then not only was it capable of metering but it was capable of being programmed to do what ever they wanted it to do.         
      
       Now I had heard that there was a meter being developed that would be used to command electrical devices in a number of ways.  From just turning things on and o ff like an air conditioner.   To more complex uses such as generating a rada r signal like you would find in an airplain or police car that would be able to scan the surrounding area and tell how many persons are within the scaned area then deliver the results back to the person which requested it.

        In a meeting with the engineers of the utility company before purchasing the system, I informed the Chief Engineer that I knew about the comming SMART METERS and I didnt want one on my property especially if could be used to turn off my solar power generating equipment.  In an emergency anyone then could just send  a command and my equipment would stop working and there would be nothing I could do to prevent it.

         So after the employee plugged into the meter no more 1000 amphour plus days.

        Up till that day I was having multiple consecutive days of over 1000 or close to it.   And since that day I never saw another $0.00 bill again.  In fact I owed every month for the rest of the year.  June and July I owed $150.00 each month.

    August I was billed 800 of the 1390 Kwh as PEAK usage.  I knew something was up right then and there because that would mean 1390 billed plus 1303 generated equaled 2,693Kwh for one month all by myself........  NO WAY!  and PEAK is between 4pm and 7pm but the sun is still producing power till 5:30 which really only leaves 1.5 hours for 30 days totaling 45 actual hours buying PEAK power.    800 devided by 45 equals 17.7 Kwh every hour for those 30 days.   AGAIN  NO WAY!

    Since that would leave only 600 Kwh from the 1,400 billed to cover the entire 30 days between 7pm and 8 am the next day when the sun comes up which is 12 hours at 30 days equals 360hours.  600 devided by 360 is 1.66 Kwh per hour. 

      If we look at the 1900 for August of 2012 befor I had solar there is 24 hours in a day and 30 days in a month totaling 720 hours. 1900 devided by 720 is 2.63Kwh per hour.
      



     I  began to suspect the reprogramming of the meter so I purchased individual circuit meters and installed them myself.  I was an industrial, commercial  and residential electrician before my disabilitating injury that prevents me from working.  I was even liscensed with the City Of San Antonio's Code Compliance and Enforcement division.   But I didn't order enough meters and was one short preventing me from totaling the number of kwh used on my home circuits versus what their meter was showing. 

   As I awaited the shipment of the lacking meter I was confronted with my event log registering remote power down's and remote power up's which began to occur every day.

  Then my water well filtration tank that has a back flush device lost its programming and quit flushing itself allowing for the entire water system to become contaminated with iron born bacteria and other organisms. I was unaware until discovering a gellike substance forming around the air conditioning vents. 
and the blue water in my loilet turning dirty orange..  Ireally knew something was wrong when hundreds of little white things attached to the blue 2000 flushes tablet and then it looked like it was a living organism every time the water would flush.



   Upon contacting the manufacturer and troubleshooting the system learned that the static memory was wiped clean as if the memory chips had just come of the production line which caused the system to default to a water softener instead. The engineer stated that's not supposed to happen because water contamination is dangerous.

   I asked if a high magnetic signal was sent down the electric line would that cause it to loose it's memory.

   The reply was that is the only way it could happen, unplugging from a power source even over a period of weeks and months wouldn't make it loose its programmed state.

    I was forced to replace the reverse osmosis system and the water softener because of the damage from the high concentration of iron.







    Then not three weeks later one leg of the 240 circuit for the solar system where I had installed two individual circuit meters melted one so bad it was about to cause an electrical fire in the main service panel.



I replaced them both with a single one that measured both branches through the same device.

    It is about this time I start investigating the devices the electric company had inatalled. I was surprised to learn that not only had a smart meter been installed, it was the most advanced meter ever developed at a single unit cost of more than $1,000.00. It had been developed to transmit and receive at the same time and has two separate logic circuits allowing it to reprogram itself and any other device with communications capability.



 

    October1st I was rushed by ambulance to the Emergency Room. I appeared to be having a heart attack.

     22 hours and $43,000.00 later having had my blood drawn every half hour to check the enzyme, encelin, and white blood cell count levels and having undergone multiple CAT scans and a chemechical induced stress test.  I was released with no diagnosis. The one symptom that didn't fit was I felt as if I were on fire and burning at the time.   Everyone I talked to said when you have a cardiac event you don't get hot, you get cold.

       I later learned that due to an accident years before where I broke the femur in my right leg up near my hip and had a plate with pins sergically implanted that runs along the sciatic nerve I became a sensitive receptor to electromagnetic radiation which is how smart meters communicate. I was having trouble with my eyesight and both knees to the point of wearing hinged braces on both legs. After the removal of the smart meter both my legs and my eyes began to recover.    The video from earlier shows magnetic FLUX everytime the SMART METER comes into view the screen starts to wobble back and forth and in and out.
      I registered a legal cease and desist notice in state court and had it delivered by the county sheriff to Doyle Benebe the CEO and President of CPS Energy.   I also sent copies to the Mayor  and city council. 

    When there was no response to my request to remove the smart meters in 72 hours,I replaced them with two brand new GE analog meters in self defense 8 days later.  

          Six days after that  my electric service was disconnected, locks placed on the meter boxes,  and both my new meters stolen.  From November 6 till Jan 18 the remote control continued until the reprogramming of the firmware causing the entire system to fail.



        A new generator I purchased and interconnected was damaged beyond repair from the system thinking the AC source was the electric grid after a remote power up that reset the peramaters.

Oil is not supposed to come out the air filter.



   I now know that the electric company was remote starting my system that forced the batteries to buy power from the grid when system would reset.

      I had to buy a different inverter and rewire the electrical system from a 48 volt DC to a 24 volt DC .

after which I had to determine weather the forced discharge and recharge permanently damaged the 16 6 volt batteries of my battery bank.



    $ 1,499 for a new inverter which was made for a ship at sea with no smart capabilities, another generator first was $ 549 second was $629.

     New reverse osmosis $299.

      All costs I had to go into debt for.
 

   The entire time I had requested over and over again for redress to this issue and time and time again I was either ignored or I would get an email stating I uidn't have a SMART MTER or yours is an OMR meter which is an off site meter reading capability even though I had to pay for a meter reader.

   I realize now after the fact that I was paying the Grid maintinance fee that CPS has been trying to institute this entire time and was told it was for a metere reader that had to drive to my home every month to physically take readings.  

  
   In reality CPS was driving to my home to upload the comand and control programming necessary to communicate with my solar inverter to shut it off and restart it where it would then default to buying power to charge the batteries instead of charging them from the solar panels.  Plus the algorythem that would limit the total power produced called watt over time or (w/t).  lastly the balancing of the entire grig feeder with injecting or shedding of VoltAmps Reactive (VAR) the magnetic generated portion of the power that carries the real portion of energy(watts) to your home. Too much and the grid is overloaded too little and brownouts or blackouts.

    So if you are willing to let the electricity be controlled in your home without being able to stop it, then don't donate to this important cause.    

                  BUT!

   Should this law suit fail and the powers that be prevail.  Then the first step at removing the only true freedom left in the U.S.A.,  the freedom to do what we choose in our own homes unobstructed, and unseen Will be lost for ever.

   The recording of your power consumption.  When, Where and by which device and for how long and how many ppeople are inside if any at all.   Will give way to the limiting of how much you are allowed to receive whenever they decide.  Instead of how much you choose to use and pay for.

     There is no saving money.   You will still end up paying the same amount of money or more in the end.   Because the power monster has grown accustomed to receiving  a certain amount of money and if it can't maintain and grow then it will take what it wants, when it wants , and you will never be the wiser.  They will have you thinking, its just the same old normal electric bill and nothings changed.

    So Please help fund this worthy cause through the Federal Courts.  I am fighting the LARGEST Municiply owned Utility in the Country that has a billion dollar net worth.  Legal Representation for this lawsuit to stop the planned takeover of our individual rights  will not be cheap but we must stop the government from entering our very homes and lives to a point where they know exactly whome is in your home and what they are doing at any given moment in time day or night without you knowledge or consent.
