Safe Fencing for Labrador Puppies

In 2013 we moved to rural NSW to reduce our living costs as I was bedridden with severe depression and complications of my Bipolar and Borderline Personality Disorder.
Since then we've been struggling to afford the mounting costs of taking care of certain things.
The biggest issue is that our fencing is inadequate for our three Labrador puppies, including a very energetic Labrador cross Malamute.
Our Mutador Midna has been escaping the fence and threatened with bodily harm by local people who walk close to our house.
Fearful for their safety, we've started locking them inside when we're not around to take care of them outdoors. As you can see by the picture - they are miserable.
Please, anything you can spare would be appreciated so our girls can run free and be safe from vicious neighbourhood jerks who don't understand that they're simply being friendly.
