Brutus and Athena

We have two American Bulldogs a male at 14 months old weighs 98 lbs and a female 6 months old at 70 lbs. On Saturday a fence panel fell and our dogs went into the neighbors yard and my male jumped on the owner. Not biting but he was wrong and did jump. The owner called the police (which her husband is the chief of police) and they came out. My husband and I were both home and did not here anything out back. They called my husband on his cell phone to come out. When my husband went out side the police officer wrote him a ticket for Vicious Dog ($500) and told him our male dog was crazy aggressive. My husband asked sever times to help with the dogs because they are trained and he could call them back but he was refused on several attempts. This police as alone and tried to grab the male by the collar the catch him. When the police officer grabbed his neck Brutus turned back and nipped the officer. At that point of time Animal Control showed up and immediacy got our dogs. When all of this was going on my female ran back into our yard crying when the police officer sprayed her with pepper spray saying she was circling him. They then came back and gave us another vicious dog ticket and two tickets for them being in the neighbors back yard. We called a fence company and had everything professionally replaced with new posts and new panels. 10 days prior I had taken our Male to an obedience school that trains K9 police and had a personality assessment done. We had been noticing some dominance behavior and we wanted to get help IMMEDITALLY!! We have our other neighbors writing statements and coming to testify, and the Behavior Analyst is writing a statement and giving the reports saying he is NONAGRESSIVE and we were aware of a dominance behavior and we were working with professionals the moment we saw the behavior. Our Vet is also writing a statement saying that when we boarded him she even took him home with her family children and dogs included with no aggression. The main problem is the neighbor is the Chief of Police and from what we found out he was wanting the officer the shot our dog. If my dog was crazy aggressive then why did a police man attempt to catch him alone without animal control when there was nobody else in danger?? He says Brutus bit him but on his hand is a scratch. He went to the doctor and no wound care, stiches or anything was needed. And when my husband was 10 feet away they would not even let him go back to assist at all, they made him stay by the police car. To me if a dog is aggressive why would you put all these people in danger when the owner is begging you to let him help. We have replaced the fence, reinforced the fence, as well as contacted the K9 University and are going to do a boarding training for a couple of weeks. I understand my dog was WRONG for jumping on her but I believe the police officers were wrong for not waiting for animal control or allowing my husband to assist. We have an attorney and are going after them. We will do whatever it takes but I believe the officer provoked the situation by the advice of the neighbor (there BOSS))!!!!
