New Computer For Artist

Hello! I am a 19 year old digital artist in desperate need of a new computer!
I've been drawing all my life and it's all I really ever want to do, however I've hit a roadblock and that roadblock is my 8 year old computer. My current setup is just not meeting my needs anymore. I want to further pursue my art but I can't even run photoshop for anything more than text, and large file sizes are out of the question. It's very frustrating because I want to continue on to bigger and better things and improve myself and what I produce as an artist.
I've been putting this off for a long time in hopes that maybe I wouldn't need to ask for help, but my financial situation is not one that would allow a purchase like this any time in the near future. So here it is, I need help.
The $700 covers the actual computer, mouse and keyboard that come with it, with a little bit left for a new monitor.
