Reunite Disabled Veteran with his Dog

Scotty, a 4-year old lab mix, has been confined in Abilene Animal Control for a year and a half. Scotty is owned by Joe, a 70-year-old 100% disabled Vietnam veteran, who lives on a fixed income. In 2012, Scotty was declared a dangerous dog under an Abilene ordinance. Although Joe fought the designation through two appeals, he lost the case. Scotty was confined by Abilene Animal Control throughout the legal proceedings. Now, the City of Abilene will not release Scotty until Joe pays the $2,226.00 impoundment fee that the City has imposed.

Throughout his confinement, Joe has visited Scotty almost every day, fed Scotty from his own pocket, and groomed and cared for Scotty as much as he was allowed by Animal Control Services. Joe is able to meet all other obligations required under the dangerous dog ordinance"”including the special confinement requirements and procurement of an insurance policy on the dog. Animal Control will not release Scotty unless the impoundment fee is paid in full. Meanwhile, Scotty remains confined at Animal Control, continuing to accrue charges of $4/day.

Through this website, the Animal Law Society (ALS) of South Texas College of Law in Houston, Texas, is raising funds to help Joe pay the required fee. The ALS is a group of law students with the common goal of raising awareness of animal issues through education, advocacy and scholarship and advancing the interests of animals. Any money raised in excess of the amount necessary for release of Scotty will be donated to the South Texas College of Law Animal Law Clinic, a program that trains law students in the practice of animal law through legal assistance in real-world cases like Joe's.
