Move to Missouri

Ohio, it's a great state to live in if you can afford to do so. The jobs in my area are few and far between, especially with my health problems, I have to be picky about where I work. My mother is on SSI and doesn't work due to her own disabilities, and even if I found a job, I'd have no transportation to get there.
The area I live, the bus system doesn't cover it, the taxi's are too expensive and the people around us refuse to help. The apartments we live in might be losing their Section 8 Housing Assistance meaning mom and I will be out in the cold when it happens.
The people around here are also quite rude. A neighbor who said he could take me to my welfare work place so I can keep my foodstamps, he decided to leave me stranded at the workplace the day after Christmas. There is also a person in particular that we need to get away from. He makes us feel extremely uncomfortable and even when we ask him to leave us only, he keeps coming back.
An old family friend has also turned against us through out the years. As I got older, he got nastier and nastier. Inappropriately touching me, disgusting gestures. It's gotten to the point where I'm trying to record every movement he makes with in my home just so I can have evidence of his sexual harrassment to turn him into the police.
We've been wanting to move out of this state for 5 years now. Every time we'd get a little but of money saved up, something happens and we'd need to use that money. That and most of mom's SSI money goes towards bills and rent, making it even harder to save up. With the future lost of Section 8 on our current apartment, it really puts us up against a wall.
A year or so ago, a friend of mine from Missouri said that her area has a nice bus system and it's quite nice and peaceful down there. Looking up apartments in her area, we found one that accepts pets, and has a bus stop right there at the apartment complex!
Our problem is getting the money together to move. We'd need the money for a moving company, money to transport ourselves and our 2 cats, money for food (Since we're on foodstamps, moving to a new state will cut us off the Ohio foodstamps), we'd need money for a few months rent till we can get on Section 8 down there.
So moving to this place in Missouri would give us transportation, give us a friendlier environment, and a safer place to live.
