When Pedro Rosario enters NYC's Top Dog in the Bronx, dogs howl, cats purr and Rosario smiles despite his fear.

The former Animal Care & Control worker isn’t scared of dogs — quite the opposite. He opened the boarding facility and animal rescue center in 2010 after 16 years of working for the city to spend more time with the cuddly critters.

But the no-kill shelter near Westchester Square is running desperately low on funds and may be forced to shut its doors if new donors aren’t found soon.

“This is what I love,” Rosario said after taking a playful one-year-old terrier mix named Cinnamon for a walk. “I have loved animals since I was a kid.”

After a decade and a half working for the city, the 39-year-old Classon Point resident started his own business boarding dogs and cats saved by fellow animal-friendly nonprofits as well as his own rescue group, New Beginnings.

The 5,000-square-foot facility, which used to be occupied by a coffee distributor, now houses about 60 cats and 30 dogs, most of which are ready for adoption.

Top Dog relies almost solely on donations and last year the Yankees stepped up to bat by contributing a generous $10,000. But with $4,000 in monthly rent, Rosario has been forced to sink nearly all of his own cash into the shelter.

“I thought having my own place I’d be able to save more animals,” Rosario said. “But it’s getting difficult to even pay the rent. I have to cut staff and rely on volunteers to help.”

One volunteer, Danielle Benbrahim, stops by the shelter as often as she can to help walk the dogs and feed the cats.

“I love it here,” the 50-year-old said as she cuddled Victor, a small Yorkie. “Pedro doesn’t have a penny, but he will help anyone — man or dog.”

We have people who drop off dogs, just tie them to the gate and leave them.
Students from local schools also make frequent trips to the shelter, where they learn about proper care for the animals and get a chance to play with some of the pets.

 The Bronx has no city-funded animal shelters, and the city doesn’t provide spay and neuter services in the borough.

Rosario and his staff take in abandoned strays, many of which have been saved from being euthanized by the city, to the vet for exams, as well as groom and train them.

It’s truly a labor of love for Rosario, who says he has been caring for animals since he was a boy on his grandfather’s farm in the Dominican Republic.

“We have people who drop off dogs, just tie them to the gate and leave them,” Rosario said. “And we do everything we can to take care of them. Spend our own money to make sure they’re healthy before putting them up for adoption.”
