<div>My youngest daughter, Ticarra, was brutally attacked on October 6, 2024, resulting in her suffering an intracerebral hemorrhage (ICH) injury where massive swelling and bleeding occurred throughout her brain, which was determined to be inoperable. She succumbed to her injuries and passed on October 17, 2024. Our family and the entire ICU team celebrated her 35th birthday in the Intensive Care Unit at Gundersen Hospital, La Crosse, WI, where she resided from October 6 - 17, 2024.

<div>Her assailant was released on a Signature Bond for committing a violent crime (Class H felony) just 90 days prior (July 2024) to her attack. He was imprisoned on October 6, 2024 for this attack and remains confined. The victim of his previous assault reached out to my family expressing her condolences and assistance/information in creating this law.
