You can generally buy, own, and wear body armor for protection, but it's illegal to use it in the commission of a felony." This means that PPE while operating as a legal observer is an individual risk choice that may lead to higher charges if the government does try to charge you with committing a crime. Observation is legal, but the government is also trying to argue otherwise. That risk to wear protective equipment must be weighed with the risks of not wearing it, and the choice is personal and should be a well-informed one.
