in desperate need of a wheelchair

My brother simon has type 2 diabetes the other day his toe broke and due to not being able to feel his feet he didn't no and the bone got a infection and he has had to have his toe removed this is the second toe on this foot he has had removed he has also had a ulcer removed but he is being told by the nhs he cannot have a wheelchair even though he can barley walk on a normal day to day basis and has to walk with crutches all the time before he lost toes.
