Wheelchair access to house

We are raising money to build a small walk way that leads from the porch to the sidewalk to allow easier access for wheelchair users. My mom has been falling so much every week that its dangerous to maneuver around the yard with a cane and there is no access to the sidewalk and street when someone is using a wheelchair or walker.
The path we are going to add is about 3.5 feet across and 14 feet long. We have had a modest estimate for this work including fair labor and materials at $300.
This is the area where it gets difficult to use for wheelchair users. Here it was snowing, unusual for RGV, but when it rains it also is dangerous to walk on with a cane or walker. In a wheelchair, it's inaccessible.
