Water for Buggy Horses

I live on a small hobby farm near Elmira, Ontario, sharing space with a collection of critters including two horses.
The horse shelter pictured is located in this small town and used by Old Order Mennonites, to tie up their buggy horses while they run errands or spend the day selling their farm produce at the nearby farmer's market. The horses work hard pulling loads from farms near and far, at paces varying from a jog to a run, over considerable distances, and in all kinds of weather.
It has bothered me for some time that water is not available at this shelter for the horses. I once saw a buggy driver carrying a bucket of water to their horse from several blocks away, but I'm sure many may not.
This summer, we experienced temperatures in the 30's (Celsius) almost daily. If these horses do not have sufficient water available, it could become life-threatening, especially in such extreme conditions.
There is long-broken (and until recently leaking) water piping to the left side of the shelter. It feeds to an also broken bowl affixed to the wall of the shelter. The piping is not appropriate for winter temperatures and must have frozen at some point years ago when someone failed to shut the water off early enough in the season.
To provide water to this location again:
A yard hydrant needs to be installed, including excavating, installing a gravel base etc.
The property owner of this commercial property will allow the work to be done on his property.
The Township of Woolwich will allow (continued) use of township water for this purpose.
A Township Councillor is helping me navigate this process.
I have a plumber to do the work and a quote.
Can you help me ensure that working horses will have year-round access to water at this shelter? Every donation will make a difference for the horses :) I'd love to get started right away to make sure this happens (and before the ground freezes)!
