ASSET MAPPING PROJECT
• Mapping of resources, assets, partners and volunteers on Vieques, Puerto Rico and the U.S. for a more prepared, connected and resilient island.

ViequesLove was started on the night of Hurricane Maria as it caused massive destruction to our home, Vieques, Puerto Rico. An island 7 miles off the coast of Puerto Rico, Vieques was cut off from power and communication which lasted for nearly 6 months. Trusted residents of the island came together to immediately raise and provide over a million dollars in critical response and 1.6 million in-kind supplies.

Vieques suffers from a lack of economic opportunities, inadequate health services, distressingly low education instruction, insufficient policing, a porous drug interdiction system, and lack of food production and self-sufficiency destroyed by agribusiness at the beginning of the last century when it was formerly a sugar plantation island.

Since Hurricane Maria, these socioeconomic disparities have been amplified by a series of unexpected crisis; another lesser hurricane, an earthquake, and now Covid 19. Puerto Rico has a hurricane season, and so now Covid and seasonal hurricane weather preparations must be combined.

For the last three years, ViequesLove has worked to create and coordinate the island's preparedness for adverse situations and enhance the infrastructure and capacity of the island's independent organizations to provide for the well-being and resilience of its citizens.

We serve as a facilitator for and are not in competition with all other island charity-based operations to bring the infrastructure necessary for citizen well-being.  We amplify the island's voice by creating and fostering partnerships with off island organizations and advocate for equitable healthcare, education, living standards and opportunities for our residents.

Currently ViequesLove is the creator and operator of the most successful community organized contact tracing system in Puerto Rico. Writing the grant proposal for the municipal government of Vieques for the CARES Act funding we have been able to sustain the program through this funding awarded to the municipality. These funds have helped purchase medical isolation and transportation chambers.

Our additional current programs include asset mapping, which will allow individuals to locate hubs of food, power, water, and medical care should take a new disaster strike, a project of community-controlled street naming so that emergency vehicles will be able to locate citizens in need, a creator of the NGO community information zoom organization to keep independent operations fully informed of each other, an official member as the NGO liaison to the local and Puerto Rican governments about Covid and disaster preparedness; one of the coordinators of the ad hoc food and clothing distribution systems, and the purchaser of last resort for the islands ventilator, PPE, and a soon-to-be-available isolation chamber that will allow Covid-positive islanders to be safely transferred off the island.

Over 200 streets on the small island of Vieques, Puerto Rico are not named making assessment, search and rescue and medical services nearly impossible after a weather event. ViequesLove has an initiative to enlist community participation, historical research and a systematic approach to mapping and naming the streets. USPS, Google Maps and 911 will be updated once the steets are approved by municipal and legislative government on Vieques.

We work daily to serve Vieques and make our donors proud to contribute. Our dream is that Vieques become the model of resilience to an unpredictable future due to climate change, replicable to other islands and isolated areas.

Please join us.

Disaster Preparedness
And Post-Disaster Resilience:

NATURAL DISASTER PLANNING, COORDINATING AND EMERGENCY RESPONSE IN PREPARATION FOR ANNUAL HURRICANE SEASON:

Hurricane Maria devastated the island in 2017, which caused the creation of ViequesLove (VL). Since then, VL has worked to prevent the island of Vieques from ever again being isolated and without adequate protective systems.

VL is one of two official NGO representatives on the Emergency Council (COE) run by the Vieques Mayor.
ViequesLove is one of two NGO official members of the official Vieques Emergency Team (OMME)

VL is an appointed member of Puerto Rico's VOAD (Volunteer Organizations Active in Disaster).
VL initiated a disaster-focused Asset Mapping project which is now being integrated with the local administration for the current hurricane season.
VL paid for maintenance of a  generator servicing a water pumping station in time for hurricane season. .
VL reinforced and hardened physical security of all cisterns at Vieques schools.
Working with Mayor and Governor, VL continuously advocates for strategic predepositing of supplies and potable water, and refurbishment of approved shelter.

COVID RESPONSE

As an island with residents and tourists potentially having been exposed to Covid-19, having no hospital, only a partially equipped 24/7 emergency room, Vieques was highly vulnerable to becoming a hotspot for Covid-19. The previous hospital was destroyed by Hurricane Maria; it has not yet been replaced. VL saw that island-based systems were urgently needed to protect the citizens.

COVID-19 CONTACT TRACING, DIRECT SERVICE:

VL designed and implemented the Covid-19 Contact Tracing and public education program. VL then applied for and received a Hispanic Federation grant to support the continuation  of the program. VL hired and trained a highly skilled contact-tracing team and eventually wrote the  proposal for CARES Act funding in order to make the program a municipal government program . Based on local relationships and a highly respected Epidemiologist, the current squad is acknowledged as one of the best Contact Tracing operations in Puerto Rico, allowing Vieques to continuously prevent and contain  new outbreaks of Covid.
The CARES Act  proposal allowed for the purchase of two medical isolation chambers and four helmets to safely transport Covid positive patients to receive medical care on the main island.
VL supported the Contact Tracing Team to help facilitate drive-through Covid tests every weekend in December and January.
VL coordinated and helped facilitate the ground processes in four successive Covid-19 mass inoculation programs at Symons School with the National Guard, Department of Health, and other service organizations.

COVID PURCHASES:

VL ran a separate successful fundraising effort to purchase the island's first Hamilton T1 portable ventilator after the death of a 13-year-old girl revealed the lack of essential life-saving equipment. Ventilation training on the equipment continued into 2020.
VL purchased sanitation fogging equipment to sanitize large areas like the ferry, ferry port, schools, police vehicles and other high traffic sites to protect against Covid.

VL supplied the CDT (emergency room) with emergency cell phone equipment and billing account for six months.
VL purchased a freezer that was requested for the CDT for ice to reduce fevers.
VL purchased and distributed thermometers, PPEs, alcohol, sanitizer, and medical equipment to front-line workers (agencies, schools, NGOs, churches, and food groups).
VL distributed over 25,000 masks through collaboration with private donors to first responders, healthcare workers, food service handlers, and throughout the community and provided Individual PPE at Covid testing sites and public events.

COVID POLICY, PUBLIC EDUCATION, TRAINING, PROTOCOL:

VL published a policy statement on the science-based danger of reopening island tourism at the beginning of the pandemic.
VL assisting in writing the pandemic transportation protocol for ferry and airlines requested by the Department of Health.
VL provided stipend for physicians from Puerto Rico to offer education and training for Vieques healthcare workers on prevention and management of COVID-19, intubation, ventilator use, and pediatric pneumology.
VL provided the support for Emergency Care ACLS and PALS training for 16 doctors, nurses, and emergency management staff.
VL designed signage for public education in compliance with Commonwealth executive orders for Covid protocol.
VL created graphic design and art direction for the Covid education campaign at Ceiba and Vieques ferry terminals in coordination with the Contact Tracing Team.
VL created and funded a campaign with Vieques artists to paint large-scale public portraits of Viequenses wearing masks as part of public education.
VL provided protocol guidance and printed contact tracing forms for incoming ferry passengers.
VL provided logbooks to Vieques restaurants and businesses for customers to provide contact information as part of island-wide Covid-19 protocols.

Coordination
Advocacy
Capacity Building

CAPACITY BUILDING FOR OUR COMMUNITY'S NONPROFIT ORGANIZATIONS, BUSINESSES, AND ACTIVIST INDIVIDUALS:

VL convened an NGO coalition to maximize our joint coordination, collaborative effectiveness, and advocate for predispositioned supplies before hurricane season.

VL REGRANTING FOR COMMUNITY:

VL administrated a  grant that completed repairs to the Hurricane Maria-damaged roof of the high school's vocational trade skills building and repaired and painted the exterior of the high school buildings. VL also refurbished the culinary vocational school
VL received pallets of clothing from the Ricky Martin Foundation and redistributed them to Fe Que Transforma to support their 1000 families in need.
Working with the Rocky Mountain Institute, VL assessed institutions where solar microgrids will undergird areas of emergency stability like ice making and emergency housing. VL then worked with these local groups to create grant applications to apply for these opportunities.
VL accepted a large donation of office furniture from Banco Popular for redistribution to five organizations.
VL supplied financial support for experienced leadership contractors to organize the next step in Vieques Recycling Partnerships.
VL provided an air-conditioning unit to the VER cancer treatment facility addition.

LIAISON BETWEEN NGO COMMUNITY AND LOCAL, PUERTO RICAN, AND NATIONAL GOVERNMENTS:

VL consulted with the Municipality, CDT (emergency room services), Department of Health and FEMA on hospital needs, ferry upgrading, power refurbishment, health care and disaster planning.
VL principals worked for a year with the architecture graduate school program of Columbia University to study, design, and test ideas for uses of the destroyed hospital campus to give students real-world experience and offer the municipality the availability of free architectural thinking.
VL maintained relationships with appropriate advocacy and funding organizations, including Hispanic Federation, Build Strong Coalition, FEMA, Smart Cities Council, Clinton Global Initiative, Salvation Army Long Term Recovery,RISE platform and other groups interested in sustainability, resilience, and community building.
VL provided guests on the Podcast - - "How to Disaster." and participates in CANVAS, an advocacy group of disaster response NGOs working for a more equitable, accessible, and resilient disaster recovery and rebuilding process for every  community.

ALTERNATIVE COMMUNICATIONS:

Pre-Maria, Vieques had no disaster-ready communication infrastructure. When Maria hit, Vieques was without effective communication for eleven days. Its former landline system has not and never will be reinstalled. ViequesLove, coordinating with NGO Fe que Transforma who has taken the management lead, made alternative communications a priority focus in 2018-19. By 2020 many advances were in place, frequently tested, and administered by a coalition of NGO partners with the hubs in three locations.

VL set up connectivity and video conferencing capabilities for the municipal government and agencies.
VL activated some of its bank of stored satellite phones as a 2020 hurricane threatened to develop.
VL participates in ongoing  radio communication drills in the event of cellular failure, a typical occurrence during hurricanes.
VL purchased radio equipment to bolster the capacity of the Radio Aficionados office – the volunteer communications hub.
VL acquired all equipment required for UHF/VHF/Murs/and marine band radio to create a communications center on the north side of the island and a central relay to a southside hub at VCHT's Barbosa property.  This complements VL's satellite internet link at the north side center.

ADVOCATES FOR IMPROVED ISLAND-WIDE INFRASTRUCTURE:

VL applied for and received grant funding for its Street Naming Project, whose goal is to identify the island's many unnamed streets using names chosen by residents and integrate these into an island-wide coded GIS map for emergency use.
VL created a GIS map and assigned all streets a code and all houses a number to provide a temporary address for use by Emergency Management. As official street names are approved the map will be updated and eventually be submitted to Google, USPS, and CRIM.

VL created a ten-level beta asset mapping product using input from many NGO, health, faith-based, and commercial establishments, using a consistent data entry form.

ECONOMIC AND FOOD INSECURITY:

VL assisted in convening  an independent voluntary food network and helped coordinate monthly food delivery programs to multiple human services NGO agencies and local systems.
VL purchased weekly fresh produce for the food network distribution by Comida Caliente who cooks and delivers hot meals to food stressed families and individuals.
VL coordinated a grant from the Hispanic Federation of fourteen  $500 cards for food and other supplies, distributed to families proposed by local NGOs.
VL distributed 400 toiletries kits and baby care products to families in need.

VIEQUES LOVE'S INTERNAL OPERATIONS:

ViequesLove has continued to use a coordinated administration structure with no hierarchy, which allows VL to benefit from the independence and entrepreneurial spirit of the principals.

VL has three principals – Kelly Thompson, Mark Martin, and Paul Lutton – who continue as independent and mutually cooperating community activists.
Jorge Fernandez-Porto, VL's former COO, was recalled to a high-level Puerto Rican government position with ancillary responsibilities for liaison with Vieques and has accepted a seat on VL's governing board.
VL board now has a majority of Spanish-speaking Puerto Rican and Vieques citizens.
VL has hired Iris Ortiz as administrator, a new position.
VL has promoted Dayanara Cruz-Maldonado to assistant community liaison, coordinating with Mark Martin Bras.
