veteran Needs help with handicap vehicle

I'm a retired army medic on a set income. Financial times have been tough. I recieved a vehicle from the VA for my disabilities. I unfortunately dont have income that I can pay 3500 in taxes to register it.  I'm hoping if anyone is in a position they could help me out. This vehicle has my ramp and hand controls that I need to drive. I hate doing this but i have to do what I need to. If you have any extra cash  laying around I could use the help. Being on set income will take a long time to get 3500 saved not to mention  I'm suppose to register it within 30 days but that has come and gone so now I'm racking up fines when I do register. Any help is greatly appreciated thank you.
