New Roof & Repairs for Mr Steve Jackson

I'm raising funds to assist my neighbor, Mr. Steve Jackson, replace and repair damages to the roof and interior after a tree fell onto the roof during a tropical storm in September 2018. Mr. Steve Jackson, 65 and his brother Joseph Jackson, 67 are two of the remaining six children still living in the home of their deceased mother, Mrs Constance Jackson, who birthed thirteen children in the home. Unrepaired damage to the roof from the 2016 & 2017 hurricans and the subequent damage from the tropical storm in September 2018 has only added to the deplorable conditions the brothers live in. With limited income, and no property insurance, the brothers cannot afford to replace or repair the extensive damage. The rain continues to cause havoc to the homes interior ceilings, insulation, walls, floors, appliances and personal property. As a neighbor of Mr. Steve Jackson, I created this campaign to raise funds for the repairs of the home. I'm a retired military officer and retired federal employee. As the creator and manager of the campaign, a savings account has been created to receive donations from the Gofundme Campaign and donations from both private and business parties. The account is set up through the SunTrust Bank, 501 Sea Island Rd, Saint Simons Island, GA.  Donations received through Gofundme incur a processing fee of 2.9% per donation. To all donors, as of 1 March 2019, you should have received a refund of your donation.

Unfortunately, I have decided to return your donations and close the campaign.

Due to years of damage and neglect, the structural damage with numerous holes in the roof resulting in continued exposure to rain and moisture into the home creating mold, wet insulation, rotten floors, wallboards, collapse ceilings tiles and more. In it's current deteriorated and unsafe condition, it should be condemned.

The contractors & roofers inspecting the property all came in with bids over $7,000. The one roofing company that agreed to contract a new metal roof with donated materials for $4,745, changed the contract to $6,245. At that time, the donations received were $5,300. There were not sufficient funds to proceed. I requested the contactor mail the new contract to my home for review and the contractor refused.

When I created the Gofund campaign in November 2018, I insisted Mr. Jackson apply for housing and repair assistance with local, county and state nonprofit agencies, including local churches, and contact roofers and contractors for bids. Although Mr. Jackson agreed, weeks and months passed with him saying that he would seek help from nonprofits and state and local government agencies, but ultimately, he informed me that he had not applied, and would not apply for assistance.

After discovering that the property is in such a deplorable and condemnable state, I cannot, in good conscience, spend your donations on a roof when the home is unsafe and uninhabitable.

I will not disburse any funds to any contractor without first reviewing the quote and contract, and after the contract job is complete.

The damage and repair to the roof is beyond simply replacing the shingles; there is damage to  the rafters, trusses, decking, eaves, and facia.

Does Mr Jackson qualify for any federal, state, county aid, nonprofit assistance?

As of 22 November, 2018, Mr. Jackson has been repeatedly asked and told to contact and apply for federal, state, county, and nonprofit assistance. As of 8 January 2019, Mr. Jackson has stated he has not submited any applications for assistance, nor followed up with two church groups offering assistance.
I have worked more than 300+ hours on the campaign and with Mr. Jackson. Unfortunately, I cannot do what needs to done by Mr. Jackson.

Today, 18 December 2018, being told by Mr Jackson, there was some water damage to the kitchen floor and ceiling, I decided to take a look at the interior damage. I decided I'd bring my phone to take pics to share, document and ask for additional donations support, and volunteers to help with the interior repairs. Entering the home through the living room, I asked Steve to show me all the rooms beginning with his bedroom. I was speechless. My phone's camera isn't the best resolution, and it doesn't capture the odor, nor the damp cold feeling I experienced walking through the home. Please help if you can.
