J-P the poodle's recovery

My family has been left in financial jeopardy after the carelessness of another Dog owner.
Jean Pierre is a 13 year old, miniature Poodle; who has a strong heart, and a stronger soul.
He was viciously attacked by two off-leash Pitbull terriors whilst going for a casual run with my father on 6/8/2017. Unfortunately the owner of the two dogs denied my fathers request to provide ID, and rode off irresponsibly after re-chaining his two dogs to a leash, leaving my father with JP clinging to life in his arms.
Until this matter is pushed through the legal system there won't be any componsation for my family. We don't want a financial componsation; we want this neglecting so called "man" to never own a domestic animal again.
This figure Ive set above is the initial bill my father was given. I'm sure there will be plenty more as J-P comes to a full recovery.
