Is freaky fast too fast?

Several weeks ago, my best friend had a house fire. Thankfully everyone is physically ok, however emotionally traumatized. She is currently working with contractors and insurance companies to fix the damages. 10 days after the fire, she was involved in a car accident with a freaky fast delivery driver. She was on her way to get Halloween candy bins for her twin 18 month old foster children. Upon driving across the street, a delivery driver for Jimmy John's t-boned her. She has bruised ribs, a mild concussion, and no vehicle. GPD did not issue a citation for the at fault driver, creating a world of issues with insurance.

The insurance company has refused to cover her medical bills because she wasn't hurt "enough". They refuse to cover her towing bill or rental car. They have FINALLY agreed to cover the value of the vehicle which has depreciated since she bought it a year ago. 

Though promoting a freaky fast delivery time, the company has been less than helpful in her requests for assistance. By law they're only required to intervene through insurance companies. Insurance companies are only required to provide car value which would leave most people in a pinch. 

I'm just looking to help her recoup her losses and/or replace her current car with a cheaper/older car.
