Irmas homeless cats

My 83 year old mother goes out to the woods every day to feed her homeless cats. Rain...sleet..snow. she has placed 5 dog houses in the woods for shelter. She financially is able to only provide food. However, she cannot afford to spay them. Any assistance is appreciated in effort to keep the cats and kittens to a minimum. Currently there are 15. Thank you!
