Helping a Stroke Survivor and her daughter

My mother suffered a stroke Spring 2019. She was hospitalized twice, had surgery and stayed at a rehab for over 3 months. Despite having Medicare and Tricare for Life (from my Father's 27 1/2 years in USAF) she has not qualified for any caregiving services. She is home but requires 24/7 care which resulted in me having to give up my job to care for her. I am currently interviewing with two companies for work at home positions however not earning a paycheck has taken a toll. Please if you can help, anything will be appreciated.
