Help Rescue an Abducted 4 year old Boy.

My friend´s son, Jacob, has just been abducted and was ilegally taken out of Australia by his father, who doesn´t have custody and has never lived with the child before. The mother has court-ordered custody, including the right to transfer the child to Australia which allowed their escape from the dysfunctional father.
The boy´s father lives in Italy and came to Australia with a tourist visa in order to "visit" his son.
The child´s mother never gave authorization for the father to get a copy of the Passport and leave the Australia, however, the father found a way to get a copy of it and took the first airplane to Italy with the boy without any kind of notification to the mother. He was never given consent from the boy´s mother to take the boy out of Australia.
The father has reported to the mother that he took the boy, he has send a few pictures of the boy in Italy with him. However, he is not putting the boy at the phone, and the only times when he has allowed for a video-call, however, as soon as the boy either starts crying for the mother or starts talking in english the father steps in and cuts the call. The boy has been submitted to a huge psycological trauma and is in a very vulnerable stage of life with only 4 years of age.
To make things worse, the mother has been unemployed for some time now and her family are also in financial crisis. The mother and child are in Australia on a Temporary Visa, and hope to obtain Permanent Residency in 2020. Rescuing a child from an international abduction is VERY expensive, The mother's funds have dried up, yet without PR she may not be eligible for Legal Aid assistance to commence the court process, currently a legal aid comission are studying the case, She awaits their decision. The mother is in an incredibly vulnerable and super-anxious position, as any mother would be. She needs money to rescue her boy.
There is a way to rescue the boy, legally, however, it is not easy given that it is an international abduction and the mother has to travel to Italy and prove to local authorities the abduction in order to search for the boy. One complication of the case is that the mother barely knows the father´s exact location, which will make the search and rescue very difficult since the father can try to hide given that he can freely move across europe without checking borders.
