Before we begin, let me state that I am not a member of the Law Enforcement community, online workgroup or organization, or media. I am an individual with a $9.20 website that has saved lives while operating on zero budget!
This parody website was started by accident, and I'm just here to continue to serve those who ultimately may not know they even need it!

For the last 13 years, I have privately funded and operated a parody website that enables "Solicitors" from all around the world to leave a web form/email submission(s), in their own words, requesting the murder-for-hire of individuals, both adults, and children. These are services which I clearly do not endorse, encourage or even offer! I'm in the business of Saving Lives!
My position is to continue to act as a "Matchmaker" between the "Solicitor" and my growing network of 17,985+ U.S. Based "Field Operatives." 
Since 2008, RAH, otherwise known as "Rent-A-Hitman: Your Point & Click Solution!" has been securely hosted with GoDaddy, on the World Wide Web, NOT on those dark or deep webs!
RAH has had over 117,000 web visitors from 42+ nations. Many of these visitors find RAH after searching the WWW on how to contact or hire a "hitman," and ultimately end up on my website. Over 30k of those visitors have been in the first half of 2018 alone.
In just over a decade, 800+ email and web form solicitations have been received. Of those, dozens of cases have been initiated based on information provided from the "Solicitor" on our web form in their very own words, as to paint the picture on how they want their request carried out. It's hard to argue your own words in a court of law.
RAH puts the "Solicitors" minds at ease by letting them know that we are 100% HIPPA compliant! Of course, our version of HIPPA is different from that other one related to medical privacy. The Hitman Information Privacy & Protection Act of 1964 is completely fictitious, but then again our clientele are not exactly rocket scientists, are they? 
Our clients are obviously concerned about their privacy and security, yet feel compelled to leave their real identifying information (email, real name, valid phone) and other details that can be easily researched online. In many cases, both the "Solicitor" and the alleged "Target" are connected via Facebook or other social media platforms.
Once the information is corroborated, I compile thorough notes and contact the "Solicitor" to ask if they would like to have a "Field Operative" contact them. Many say "Yes," so I comply and contact the proper "Field Operative" for their jurisdiction. It's really that simple!
Once in the hands of Law Enforcement, it's generally up to them to decide the best approach for their investigation. This leaves Law Enforcement the discretion to conduct a thorough investigation prior to making any type of contact with the "Solicitor."
Many of these submissions have turned into criminal cases in which real lives have been saved, yet others are cries for help from victims of school bullying, people afflicted with life-threatening ailments, and sometimes hoaxes. All leads are followed up with accordingly within the means of my non-existent budget.
The case in Kansas resulted in a conviction in Logan County for the charge of "Solicited Murder in the second degree (reckless)" and is currently serving her sentence under "Intensive Supervision Level III" according to KASPER (Kansas Adult Supervised Population Electronic Repository). 
Another active case is in Virginia, and the "Solicitor" is set to appear at his Preliminary Hearing in October 2018, in Augusta County General District Court. He's facing three counts of "Solicitation of Adult - Premeditated Kill & Murder," which can carry a life sentence in Virginia.
There is little public information related to the Kansas case, however, the Virginia case made local area headlines in mid-February.
I have never been subpoenaed ever, however, this recent case in Virginia has caused me to break my silence and volunteer to testify because it's just that disgusting of a case and this "Solicitor" needs to find justice!
All of the research conducted has been out-of-pocket. I have not made any funds, commercial or otherwise, from the site since its inception back in February 2005. There are dozens of potential cases that still need to be investigated, and that's just not financially possible to do so.
Within the last several years, I have personally contacted various Internet workgroups that could potentially use this website for their own investigative purposes and have not had any takers.
I've also reached out to Law Enforcement (Intl & Dom), and have had no interests from any agency citing that the Internet is too broad and they do not have the funding or manpower to research the leads. That was very disappointing to hear. 
So, here is where I need your help.
All the research completed, the hosting and domain costs, email services, and thousands of hours spent online, on the phone, and shipping expenses have ALL been out-of-pocket! I have never made, or asked, for a single penny, until now.
Your generous support will enable me to keep RAH up and running and to help those potential victims that may not even know they need it!
RAH currently operates on older computer equipment, but with proper funding, we can thoroughly upgrade our systems in order to help assist future clients.
Funding will enable us to reach out to places around the world via certified online translators. Currently, there is an extreme need for this in the Pacific Rim Nations where RAH has received several hundred submissions which includes over 100 vetted solicitations from Indonesia alone. Three solicitations were for the current sitting President Joko Widodo. In early April, I personally hand delivered these leads to the Indonesian Consulate in San Francisco, California and had a pleasant meeting with several of there staff.
As a Police Academy Graduate, with a passion for Online Investigation & IT things, I would also utilize some of the funds to acquire my Private Investigators license with the State of California. I can provide all proper documentation to file this and have an exemplary background as well, so obtaining this should not be terribly difficult. It's also one of my personal goals!
