Help my brother not get evicted

My brother Paul is a single dad, doing his best to raise his daughter. The $3500 electric bill is mostly due to when him and his daughter's mother lived together 3 years ago. He has been on a payment plan with his current account to pay off that previous balance (with no help from his ex, not even child support). He fell on hard times and defaulted on that account. National Grid has now turned off his electricity, will not let me turn it on in my name to give him relief (I've tried), and if he cannot get it back on asap he and his 3 year old daughter will be evicted from their apartment with no where to go. Before you start saying go to DSS, go here, go there, HE HAS. He's been denied any help and cannot keep taking time off of work or he loses his job as well. Please, anything helps to get their electeicity turned on and keep a roof over their heads. Thank you!
