Help for Albert to Recover with Therapy

Albert is 10 years old with Low immunity -Adrenal and Cerebral Palsy in the motor brain. He is able to understand but cannot speak write or walk. We found an education plan for him through the Institute for achieving human Potential in Philadelphia.
Academic and physical education are our responsibility as parents since he cannot go to school because he's getting sick all the time in contact with sick children or staff. His pediatrician recommended home school as safety way to protect his health.
Our Hazleton Area School District "Special Education Department" has received state funds for children with handicap that attend regular school, but Albert is not qualified since the school policy states that funding is 'not available for children who attend private school of their own choice'.
Should Albert be denied funding for education even with a medical excuse? His medical condition prevents him for been in regular class or is our choice he is handicapped? Sad truth we did not get any help to be alble to help his education.
Albert cannot go in public place for Physical- water therapy neither. He needs the facititation at home to move to improve his breathing, circulation and hoping his muscle tone to get stronger.
Quadriciser machine was developed for people with strokes to reteach walking via neural integration by cross patterning movements of arms amd legs. Reduced cost for a reused machine has been negociated for a $5,000 price tag.
The rest of the amount will be for instructions with experts in Philadeplhia, books and material study designed to help children flourish.
