Objective: To implement the first ever canine program for Gladstone Public Safety Department in Michigan.

Description: Public Safety Department will utilize a canine for the purposes of search and rescue, search and hold, building searches, drug detection, protection, and public relations events.

Justification: Gladstone has approximately 7 miles of state and federal highways within the city limits. It is well known that people traffic drugs on these highways. There has been a sharp and steady increase in drug related offenses in Delta County, and in particular within the city of Gladstone. In Delta County there has been a 156% increase in drug cases in the past five years. Of the four police agencies in Delta County, Michigan State Police has seen a 112% increase, Escanaba Public Safety a 131% increase, Delta County Sheriff Department has had a 270% increase. Gladstone Public Safety has had a 318% increase in drug cases over the same five year time period. Of all of the agencies, Gladstone Public Safety is the only agency that does not have a canine program.

Being able to combat the amount of illegal narcotics in Gladstone would also greatly reduce other cross-over crimes associated with drug activity, i.e., Breaking and Entering, Larcenies, Assaults, Driving Under the Influence...

The ancillary benefits of a canine program are profound. It is a remarkable public relations tool. Going to schools aside its handler and engaging children, doing a building search in the schools for illegal narcotics, public demonstrations at community events, or simply being in public with the canine. These are just some examples of how a canine can help bridge the gap and garner public trust between our department, the City of Gladstone, Delta County, and the community.

Annual Cost:

            Training                       $400

            Vet                               $1000

            Food                            $400



Dog:                                         $8,500             The dog will come to our department from a kennel in Holland.


Training:                                  $4,000             The training is for K9 and handler.


Dog Equipment:                      $3,000             This includes items such as; collars, harness, leashes, GPS collar, bite suit for training purposes and a stab and bullet resistance vest.


Kennel in Patrol Car:               $4,300             This is for the cost of the kennel to be installed in a patrol vehicle. This cost also includes the labor for installation.


Hot n Pop:                               $1,500             This item is for the safety of the K9 and the handler. It monitors the temperature in the patrol vehicle. A fan will turn on if the temperature gets too hot, or the door will “pop” open if the temperature does not go down. It also allows for the handler to remotely open the door.


Vehicle:                                   $32,000           The vehicle is a Ford Explorer Police Interceptor SUV.


Equip Vehicle:                         $7,000             This includes the lights, radio, computer, computer mount and installation labor.

We are hoping to have the program in place and active by the fall of 2018.
