Gizmo needs help

His knee cap keeps popping out of place and torn ligament in his other leg so putting strain on his front legs and he cannot straighten his leg sometimes with it as painful.A Knee op would give him a lease of life again. Gracy has collapsed TRACI and breathing is not good and a heart problem. No cure as if she has op it could collapse ahain the vet said so constant meds for pain and heart . Gizmo needs this op to sort his problem out. His other good leg now has a torn ligament with taking the strain. Also straining on his muscles.And if not sorted his front legs will start to have problems. There are 2 jacks and gracy both needing constant vet care and meds. If she does have the op for her trackie its 1200 Approx and gizmos knee op is same and both are struggling with there individual problems. Please please help.
