Making the Case for Joining UNCLOS

American diplomats, scientists, lawyers and economists work hard to create, and then to revise, the UN Convention on the Law of the Sea to meet US interests in and on the world ocean while securing agreement from the rest of the world to agree to the terms of the Convention. Recently, however, US arguments in support of joining the Cnvention have focused on concepts of fairness, "rule-based systems" and generalities of US national intersts instead of clear and pragmatic statements of why it is in the country's interest to join the Convention rather than "go it alone" as an outsider to the Convention we designed.

I am asking you for your help: your contribution will help support the completion of two "information briefs" for public education that address specific, pragmatic American interests in joining to the Law of the Sea Convention. These "briefs" will be critical to empowering citizens to educate others in the importance of the LOS Convention.

The first article will address critical and strategic minerals and metals and deep seabed mining. It will have three parts:

First, an assessment of current and future demand for critical metals in the American economy;

Second, a geostrategic assessment of mineral and metal production world-wide and a sharp increase in concentration of production of critical minerals in China; and,

Third, the potential for deep seabed mining to address industry and national security requirements for uninterrupted supplies of key metals at reasonable prices the business and the investment risks of operating outside the LOS Convention.

The second article will address national security and development  in the Arctic from US and Russian perspectives, the geographic distribution of energy resources in the Arctic and the business risks of operating in the extended continental shelf without the international recognition provided to members of the Convention by the Commission on the Limits of the Continental Shelf.

Both articles will appeal to the concerns of Americans across the country and their clearly stated talking points and graphics to serve as a starting point for public presentations and discussions.
