<div>私は神戸で生まれ育ち、幼稚園から大学まで全て神戸市東灘区内の学校に通っていた生粋のこべっこです。<br />2016年に大好きな神戸からカリフォルニアに引っ越し、現在サンフランシスコ近郊に住んでいます。

<div>カリフォルニアに引っ越す前、縁あって神戸情報大学院大学で情報工学を学ぶアフガン人の留学生３人と友達になりました。
</div>

<div>日本政府は20年にわたりアフガニスタンからの留学生を受け入れ、農学、工学、政治学、情報技術などの分野で優秀な人材を育成しており、
</div>

<div>友人たちも日本の大学院で高度な技術を学ぶ学生でした。
</div>

<div>友人たちを含め日本で学んだ留学生は修士号または博士号を取得し、帰国後は政府要職や大学教授など重要なポストに就き、国の復興に貢献してきました。
</div>

<div>しかし8月15日にタリバンがカブールを制圧し、アフガニスタンの政権を再び握ったというニュースが飛び込み、
</div>

<div>日本での留学を終え、アフガニスタンに戻り政府職員になっていた友人たちの身の上が心配になり連絡すると、<br />友人たちはこのように状況を語ってくれました。
</div>

<div>「仕事柄、以前からタリバンから要求を受け、それを断っていたので脅迫されていた。でもこれまでは米軍と同盟国に守られていたからカブールにタリバンが入ってくることはなかった。カブールが陥落した今となってはタリバンに見つかれば報復を受けることになる。タリバンにはもう身元と自宅が知られているので、知人宅を転々として身を隠している。私がタリバンに連行されるところを妻が見てトラウマになってしまわないように妻とは一緒にいない。何度もタリバン兵が自宅にやってきた。自宅にあった乗用車を没収していった。妻は怯えて泣いて暮らしている」<br /><br />

<div>と非常に切羽詰まった状況でした。

<div>タリバンにとっては旧政府職員であったことが報復対象となり、そして日本で基本的人権、民主主義、表現の自由、男女平等などといった思想を学んだことが、タリバンの思想に反するため、命の危険にさらされていたのです。
</div>

<div>10月に入り、アフガンの友人３人は、難しい条件を満たし民間機でカブールから出国することができ、現在は神戸にいます。
</div>

<div>しかし日本での本人たちの生活も困難を極めた状況です。
</div>

<div>労働許可が下りず政府からの支援が全く受けることもできず、経済的に困窮しています。
</div>

<div>社会保障へのアクセスがないため、日本へ退避してきたとはいえ、事故や病気への補償はなく大きなリスクを抱えている状況です。
</div>

<div>「日本で生活するために働いて収入を得たいが、労働許可がなく働くことができない。こんな状況では妻と子を呼び寄せるどころではない。カブールを脱出し日本に来ることができたが、また絶望の中にいる…」

<div>と友人たちは話していました。<br /><br />支援をしている私たちに経済的負担が大きくのしかかっています。３人分の日本までの渡航費、隔離の宿代と日本国内移動費で約80万円。家賃と食費、そして（国民健康保険に加入できないので）民間の保険費を合わせると、最初の3ヶ月だけで150万円以上はかかってきます。<br />労働許可のない彼らを長期に渡って支援していくことは、個人の力では非常に厳しいです。

<div>アフガニスタン出国の際、さまざまな制約があり残念ながら３人それぞれの配偶者と乳幼児２人（３才と1才）を伴って出国することが叶いませんでした。

<div>命の危険が最も高かった友人たちがまずは出国するという辛い決断をしました。
</div>

<div>そして日本からカブールに残された家族を救出できるよう最大限の努力をし、その道を探っているところですが、日本において本人たちの生活自体すら立ち行かない状況です。
</div>

<div>カブールのインフラと治安は悪化の一途をたどり、またタリバンが旧政府職員の家族も報復対象として探しているため、カブールに残された家族の身に危険が迫っています。
</div>

<div>友人たちの配偶者は、取り残されたカブールでの状況をこのように語っています。
</div>
