Dr. Elliott is committed to making college affordable and accessible. As an adjunct with Phoenix and Rio Salado Colleges for 22 years and a leader in higher education, he desires to give back by pouring into the system all that he has received from it. His passion resides in assisting faculty to make the transition to a student-centered, collaborative, and competence-based model of education, delivered in a variety of modalities and in a global and economically viable structure. He believes in a rapidly changing learning environment and is therefore committed to develop curriculum based on industry needs. His leadership skills are blended into his 6-Point Plan to reach the people of Maricopa County:

- Increase Student Retention & Graduation Rates
- Implement Smart Business Practices for Operational Excellence
