URGENT! Plumbing Repairs

Several weeks ago I noticed the sound of running water under my trailor. I turned off all my water and asked a friend to crawl under and have a look .Trailors have a small crawl space underneath where one can access the plumbing system ect. He went under and came out and said that I had a bad problem. He could see the belly was sagging and full of water.There is insulation surrounding all the pipes and heat tapes that keep them warm in the winter so they dont freeze and burst.
I had been without water for 3 weeks as I had no money to to do any repairs.
Finally I called a plumber to come look and let me know costs.
I was very scared and worried.
He went under and cut through the sagging wood and let all the water out and removed some of the insulation to find the leak.
He found the leak and repaired it
His service was $300 and he gave me one week to pay.
He told me to call a contractor to come and replace all the insulation and replace the wooden belly.
This will cost 1000-1500.
Then he said to call an electrician to replace the heat tapes.
This will cost 250-300.

So the total cost to repair everything will be 1450-2100.

Its very hard to ask for help but I have no choice as this needs to be done before we get freezing temperatures.
If these repairs are not done before then all my pipes will freeze and the cost to repair will be far beyond what is is now.

Any support from friends and family will mean everything to me. 
I am so worried and will be so thankful.
I dont know what else to say.
