That’s the devastating choice facing Terri Butler, a mother of three in Baltimore, and her 11-year-old daughter, Jordan, who was born with Congenital Cytomegalovirus (CMV).
CMV is a common virus that can cause serious birth defects. Because of it, Jordan lives with:
- Cerebral palsy
- Daily seizures
- Chronic lung disease
- Developmental delays
- Vision issues
- Scoliosis
- Non-verbal communication
She’s medically fragile, bed-bound, and wheelchair-dependent—and her full-time caregiver is her mom, Terri.
But now, because their basement sleeping setup (the only space that could fit Jordan’s medical needs) lacks an emergency exit and sunlight, Baltimore City has given Terri less than 30 days to move or face major fines.
The only assistance offered? A 2-bedroom apartment—not nearly enough space for Jordan, her specialized equipment, and her two teenage siblings.

Terri has already lost jobs due to hospital stays with Jordan. She also now has wrist and neck injuries from trying to lift Jordan (who now weighs over 80 lbs) without the equipment or support she needs.
