Hayhurst neighbors, parents, and concerned Portlanders,
The Hayhurst Neighborhood Association is asking for your IMMEDIATE AND URGENT help to oppose a concerning land use decision that will permanently alter our neighborhood.
An 11-home subdivision is being proposed by Everett Custom Homes at 5920 SW 48th Ave. (corner of SW 48th and SW Pendleton) which will include the connection of the eastern and northern sections of SW Pendleton (see map ), and which will, in turn, introduce a dramatic increase in vehicular traffic along a designated Safe Route to School to Hayhurst Elementary and other local schools.
The Hayhurst Neighborhood Association has done everything in its power up to this point, but must now engage outside counsel for the final appeal to Portland City Council, if it has any chance of being successful in its opposition or in having suggestions to improve the proposal be implemented.
The final appeal has been expedited by the City, and is scheduled for June 22 at 2pm.
If The Hayhurst Neighborhood Association is unable to raise sufficient funds in the coming week, an attorney will not be able to be retained, and the plan detailed below will be formally approved by City Council.
The Hayhurst Neighborhood Association has set up a GoFundMe page to collect donations on behalf of Southwest Neighborhoods, Inc. (SWNI), which is a nonprofit 501(c)(3) neighborhood coalition which provides support to seventeen neighborhoods and three business associations in southwest Portland.

By donating to this campaign, your donation will be made directly to SWNI as part of the "Hayhurst Neighborhood Land Use" fund. Your donation will be tax-deductible. Any contributions that are unused after this appeal will be held in the fund for the Hayhurst Neighborhood Association to use for similar causes at a later date.
This development is bad for Hayhurst for the following reasons:
-It calls for the construction of a wide, paved new public street, opening up a Safe Route to School to vehicular traffic. This route is the ONLY and main pedestrian path from SW Cameron to Hayhurst Elementary.
-It will pave the gravel portion of SW 48th Ave., adding a sidewalk on the eastern side, and a streetlight midway down the road right in the middle of the environmental zone, impacting native wildlife.
-It will eliminate the majority of tree cover on the developable site.
-It will most likely create yet additional stormwater management issues in an area already lacking stormwater infrastructure. (The City has even said that neighbors should “expect flooding.”)
-It has the potential to destroy the known wetland on the site, despite it being in a protected Environmental Zone. This wetland feeds Fanno Creek.
-It will create high and visible (6’) retaining walls built on 17’ of imported fill
-It will allow minimum lot sizes (as small as 4,200 square feet), resulting in large home footprints and minimal green space, completely out of character with the neighborhood
-Neighbors should expect at least two years of high-impact construction.
The official position of the Hayhurst Neighborhood Association is that it is NOT against development on the property in question; rather, it is passionately against this particular proposal being offered by Everett Custom Homes.
We are asking neighbors, parents, and advocates to contribute today , to allow us to engage an attorney and other land use experts, so that all of us in the Hayhurst community can ensure that our children are safe to walk to and from school, and so that the wetland and tributary of Fanno Creek that is at risk remains intact, in addition to avoiding the other detrimental impacts listed above.
