<div>Frank and Caroline disappeared almost three months ago on July 22nd. The married couple was traveling through Mexico on a two-month road trip to Chile when loved ones unexpectedly lost contact with them. Frank and Caroline were planning to spend the next year in Santiago, Chile, where Frank was slated to conduct research on the Palestinian diaspora for his PhD at The University of Texas at Austin (UT Austin).

<div>Once UT Austin was informed of Frank’s disappearance, the University deployed its International Critical Incident Response Team to work with the State Department and other governmental authorities to conduct an investigation. To Frank and Caroline’s families' utter dismay, the University has since closed its investigation.

<div>Since Frank and Caroline’s disappearance, we have confronted infuriating levels of bureaucracy that have significantly impeded the initiation and expansion of an investigation. We are currently raising funds to secure an attorney who can coordinate with the multiple Mexican and U.S. agencies involved in this case.

<div>Frank’s sister, Elizabeth Guzman, contacted the FBI on September 13th to report the couple as missing, but the agency reportedly would not open a case because the couple had not been involved in any drug trade and their families had not been contacted for a ransom. While the Prosecutor’s office in Veracruz has finally begun conducting their own investigation, there have been no significant updates on the case at this time. The Guzman and Katba families currently have no available options at their disposal other than turning to their elected officials for support and hiring a private attorney.

<div>Frank is Mexican-American and Caroline is Palestinian and holds U.S. citizenship. Both of their families come from low-income backgrounds and do not have the ability to finance hiring their own attorney. Caroline’s family are refugees from the war on Gaza and have tragically lost multiple family members over the past year since October 7th. To complicate matters, Frank and Caroline provided financial support for their families, so any funds not utilized for legal expenses will go to supporting the immediate needs of both families.
