Stop Koury Corp Rezoning at Cone and Cleburne

We are the neighbors, families, and community who stand against Koury Corp. in their request to Rezone the W. Cone Boulevard and Cleburne Street woodlands to R-26. Neighborhoods Opposed to Koury Rezoning are asking for your donation to be used for attorney fees and related expenses to oppose the rezoning. The residents of Kirkwood, New & Old Irving Park and Brown Town stand together to maintain the residential nature of our Greensboro neighborhoods. 

This proposed zoning allows for Koury Corp. to build a ~531 unit apartment complex that will be measured in feet from current residents door steps.  Instead of single family homes that we welcome into our community there will be a gated luxury apartment complex  with 3 -5 story buildings that serves as a divider between our existing neighborhoods.

For over 60 years Koury Corp has held on to this piece of land that is currently zoned as an R-3 and R-5.

R-3 (Residential Single Family – 3) is primarily intended to accommodate single family residential uses at a density of 3 dwelling units per acre or less.

AND R-5 (Residential Single Family - 5) is primarily intended to accommodate low-density single-family detached residential development of up to 5 dwelling units per acre.

PROPOSED REZONING
CD-RM-26 (Conditional District – Residential Multi-family - 26)

Allowing 26 units per square acre is an extreme departure from the adjacent neighborhoods and streets lined with single family homes. Koury Corporation executives have state that they intend to build 531 apartments on the property. 

CONCERNS
We can't help but feel that the pandemic and current social climate were the perfect storm in an attempt to fly below the radar to solidify the approval of this rezoning, and those involved are merely in this for nothing more than money. 

Examples of our concerns:

1. Similar Zoning - it is not customary for a city to approve zoning that is a massive jump from the surrounding zones. R3/5 to RM26  is massive. So much so that this to the best of our knowledge will be the largest in Greensboro, and built directly in between our neighborhoods.

2. Safety (as it pertains to existing neighborhoods and traffic with the introduction of what will most likely be ~1000 new residents in this complex)

3.  Not aligned with the GSO 2040 comprehensive plan - in many instances this Koury development is not in alignment with the city's own vision for the future.  

4. Failure in "promoting health, safety and general welfare" - if the project is successfully leased that will result in approx. 1,000 new resident drivers added to a compact area. 

4. Economy - where is new job creation coming from that the need for something of this scale has viability. 

5. Property Values - this apartment complex will without a doubt negatively impact those who live closest to it, and in turn will also affect those in the area.

6. Timeline - this construction will take years. Burdening everyone who lives in the area and making Cone Blvd. even worse than it currently is.


Key dates: October 19th 2020 - this item is on the agenda to be heard at the City of Greensboro Zoning Commission meeting.  Then it will move to the City Counsel agenda perhaps in Nov. 

Neighborhoods Opposed to Koury Rezoning hopes to work with Koury Corp, the Zoning Commission and City Counsel to build a better solution that connects our community instead of dividing it with a gated luxury apartment complex.
